Inserted in the center of the city of Concepción own variables and also considering the landscape such as hills and the river Bio-bio, this building stands on a corner spot with a clean, vertical volumetry.

Located off the only church in the nineteenth century which is preserved in place, the building was designed to be collected against such plants in their early to connect and access to the square of the church building. The idea behind this was the intention of giving a new public space for the city.
The building can be broken down into 3 main elements. The first volume is an upright plant that is free to the East, North and West, which is protected from the sun by profiles that support a plywood plant caduca double skin so that performs functions of internal environmental comfort. The second is a volume-level vertical position in South enhancing energy conservation and is covered by corrugated metal sheets that are reminiscent regional steel production. The third is a great flying plane that tops the structure and protects it from sun to top floor, overlooking the mouth of the Bio-Bio river in the sea.
